Key Responsibilities
1. Coordination & Leadership
- Lead and coordinate all activities related to:
- Demand Management
- IT Investment strategy and analysis
- Communication activities linked to investments, value, and decision-making
- Oversee the day‑to‑day work of provider staff assigned to these areas.
- Ensure consistency of methods, deliverables, and documentation across all investment‑related services.
2. IT Demand Management
- Follow up on new IT investment ideas, requests, and demands.
- Guide stakeholders through the demand intake process.
- Support prioritisation and categorisation of demands in alignment with governance rules.
3. Investment Analysis & Decision Support
- Analyse the costs, benefits, added value, and strategic alignment of investment proposals.
- Produce clear and decision-ready documentation for the Investment Panel and other governance bodies.
- Contribute to the definition and evolution of IT investment processes, tools, and methodologies.
- Provide insights on portfolio coherence, financial impacts, and value realisation.
4. Communication & Stakeholder Management
- Lead or contribute to communication activities related to:
- Investment processes and decisions
- Portfolio updates
- Governance frameworks
- Ensure all communication material is aligned with EP corporate guidelines.
- Act as the primary escalation point for stakeholders regarding Demand Management and IT Investment matters.
5. Quality Assurance & Context Alignment
- Ensure that all consultants delivering services in this scope:
- Understand the European Parliament’s organisational context
- Follow the correct procedures and governance models
- Deliver outputs that meet stakeholder expectations
- Guarantee the quality, completeness, and accuracy of all produced deliverables.
Minimum Requirements (as per SR & SLA)
Education
- University degree at EQF Level 7
- (Master’s degree or 5 years of higher education)
Experience
- At least 4 years of professional experience in:
- IT investment strategy
- Portfolio management
- Demand management
- Financial or value analysis of IT initiatives
- Or related domains
Language Skills

English: Level C1 (written and spoken)
- French: considered an asset

- Strong analytical and financial assessment skills (cost‑benefit, business value, risk analysis).
- Knowledge of portfolio management principles and investment governance.
- Ability to produce clear, concise, decision-grade documentation.
- Excellent coordination abilities with cross-functional teams.

- Capacity to handle escalations and provide guidance on strategic issues.
- Understanding of enterprise IT environments and public-sector governance models.
Role in the Managed Service
- Ensures alignment with the customer’s architectural and operational framework.
- Participates in Kanban-based task management and reporting cycles.
- Supports KPIs by ensuring timely delivery of investment-related tasks.
- Provides input for monthly activity reports and quarterly reviews.
- Acts as the first-line escalation point for all issues related to demand, portfolio, investment, and communication activities.
